The City is grateful to Representative Conrad, Senator Hayden, and all that have worked on our behalf for this cause. Together we have been successful and we look forward to beginning this project. Voting Under Special Circumstances. Voting When Unhoused:Per the Oregon Secretary of State, Voters must provide a residence address on the voter registration form, but this address may be any definable location in the county that describes their physical location. This could be a shelter, park, motor home, or other identifiable location. The mailing address of a person who is homeless or who resides where mail service is unavailable can be the office of the county clerk. Voting Under Special Circumstances. Voting if Concerned About Personal Safety: Some may be concerned about registering to vote if they feel that their personal safety is at risk. Under certain circumstances, a voter may register to vote while maintaining their privacy by filling out a  Confidential Voter Application Form. The exemption request needs to be in writing, signed by the elector, and include: (a) The name of the elector requesting exemption; (b) A non-exempt mailing address for the elector; and (c) Evidence sufficient to establish to the satisfaction of the county elections official that disclosure of the elector's residence address would constitute a danger to the personal safety of the elector, or of a family member residing with the elector.
