City Council Meeting Recap. November 12th, 2024
Opening/Pledge of Allegience. Mayor Stram opened the meeting at 6:05 pm; all Councilors present. Mayor’s Report. Mayor Stram announced that the election will be certified on December 2nd. He congratulated the apparent winners - Nick Smith, Mayor - and Councilors Clark Kent, Mark Kremer, and Joan Morris. He also announced the following vacancies are looking for volunteers to fill them: Planning Commission (1), Airport Commission (1), Budget Committee (2), Water Rate Advisory Board (3). He also announced that he attended the County Board of Commissioners meeting to discuss the regional wastewater option. He was pleased that the meeting went so well and all Commissioners were supportive of the proposal. Lane County Sheriff’s Office Report. Sergeant Speldrich announced that calls were up by 6 over last month. He believes this is due to civic warrants that have been served. There was an incident with a homeless person where he assaulted a sergeant. There were two Measure 11 crimes. Councilor Clark inquired whether there has been a change in the homeless population. Sergeant Speldrich affirmed that there are two new persons, one of which intends to stay. Overall there are still around 5 - 10 people. Councilor Holt asked about where they were from. Sergeant Speldrich replied that they are from Eugene. Council President Costilla noted that there are no traffic violations. Councilor Osborn asked if there have been any problems with the homeless. Sergeant Speldrich confirmed that the assault on the sergeant was a homeless person.
Council Action Items. A. Acceptance of the FAA Airport Improvement Program (AIP) Project Number 3-41-0083-021-2024 Grant Offer- James Piper/ Shelley Humble. Councilor Kent gave kudos to the airport manager Shelley Humble. Council President Costilla moved to accept the AIP/2nd by Councilor Holt; vote : 7-0, motion passes. Amendment to City Ordinance 557 – Ross Williamson. Councilor Holt read the ordinance twice by title/ 2nd by Smith. Councilor Holt made an additional motion to bring the ordinance back to a work session for additional work/2nd by Mayor Stram, vote 7-0, motion passes. Councilor Holt moved to recind the first motion/2nd by Smith, motion recinded. C. Resolution 2024- 26 A Resolution Enterprise Zone Applicant in Cottage Grove (Warehouser) – Faye Stewart. Faye Stewart works for the City of Cottage Grove and he provided some background on Enterprise Zones in general and the Cottage Grove/County/Creswell Enterprise Zone in particular. Council President Costilla moved to approve the resolution/2nd by Councilor Smith; vote 7-0, motion passes. D. Resolution 2024-27 A Resolution Adopting Annexation of City Water Tank Reservoir Property in City Limits- Curtis Thomas. Councilor Kent moved to approve the resolution/2nd by Councilor Smith; vote 7-0, motion passes. E. Conflict of Interest Disclosure- Manager Amberg - The Mayor recommended that the Council recognize Amberg's potential conflict of interest regarding the building of 2nd Street and that she be allowed to continue her supervisory duties over the project. He also recommended that Amberg recuse herself from all discussions regarding the potential LID due to the actual conflict of interest. Council concurred.
Executive Sessions. Executive Session Pursuant to ORS 192.660(i) The Creswell City Council will hold an Executive (closed) Session pursuant to ORS 192.660(2) (i) – To review and evaluate the employment -related performance of the chief executive officer of any public body, a public officer, employee or staff member who does not request an open hearing. A. City Managers Annual Review The Council returned to regular session and Council President Costilla announced that the City Council reviewed Manager Amberg's evaluation. Executive Session Pursuant to ORS 192.660(2)(f) The Creswell City Council will hold an Executive (closed) Session pursuant to ORS 192.660(2)(f)- to discuss matters related to the consideration of information or records that are exempt from public disclosure under Oregon law. A. City Managers Contract This item was recinded at the request of Manager Amberg. Return to Regular Session-Report from Executive Sessions. Adjournment: Mayor Stram closed the meeting at 10:24 pm.

Let Us Take Your Leaves! From October 1st to December 31st, the City of Creswell will be offering FREE leaf pick-up to residents that reside within Creswell city limits! You may place your request by calling City Hall at 541-895-2531 or by visiting our website at ci.creswell.or.us and clicking "Submit a Request or Concern." Leaves MUST be in bags to be eligible for pick-up Please place bags at the edge of your yard There is no limit to how many bags you can give us!

Council Election Update (Unofficial). Mayor Elect: Nicholas “Nick” Smith. Councilor Nick Smith will soon be changing his title to Mayor. Smith was sworn in as a city councilor in January of 2023 and is set to move to a two year term as Mayor in January of 2025. Councilor Clark Kent. Councilor Clark Kent was appointed to his position in January of 2024. He then ran for re-election and will be sworn in for a four year term in January of 2025. Councilor Elect Joan Morris. Long time Creswell resident Joan Morris will be joining the City Council in the new year. She is set to be sworn in for a four year Councilor term in January of 2025. Councilor Elect Mark Kremer. Creswell resident and National Guard Veteran Mark Kremer is set to join the City Council in the new year. He will be sworn in for a four year term in January of 2025. TBD Council Vacancy due to Councilor Smith moving from his Council seat to Mayor
