City Council Work Session Recap. September 23rd, 2024
Opening/Pledge of Allegience. Mayor Stram called the meeting to order at 6:04 pm. Councilor Kent was excused, Councilor Holt attended via phone, and all other Councilors were present. Mayor’s Report. Scott Salizar, the Regional Business Manager for Pacific Power, presented the City with a check for $5,000 to provide signage for the pollinator garden at Garden Lake Park. Mayor Stram provided a handout of the highlights from the Mayor's Conference.
Committee Reports. Administration and Finance Committee: Council President Costilla reminded the Council that the deadline to turn in evaluations for the City Attorney is October 1st and the evaluations for the Municipal Judge and the City Attorney will be held on October 14th. Public Safety Committee: No Update Transportation and Public Works Committee: Councilor Clark told the Council that the Committee met at the end of August to discuss school crossings for the elementary school. The Committee came to the conclusion that the crosswalks at A and 8th and A and 9th Streets should be reinstated and painted before the school year began. Additionally the Committee recommends that a charge for next year's Committee should be to look at other streets where traffic problems exist. The update to the TSP that will show the updated crossings will be presented to the City Council at a later date.
Committee Reports (Continued). Parks and Tree Advisory Board: No Update Airport Commission: No Update LCOG (Lane Council of Governments): No Update LACT (Lane Area Commission on Transportation): Councilor Clark reminded the Council that she is the Chair of the Commission and as such she met with the Joint Committee on Transportation in Eugene and presented good cause for rural projects to be an area of funding, that there needs to be a way for all transit to pay its fair share, and discussed how to balance various goals with funding in the future. She also met with the Oregon Transportation Commission in Florence and presented the Lane County Workplan. She also discussed proposals likely to be funded through Connect Oregon.
Presentations. Ellyn Mole from RAIN shared a Powerpoint presentation with the Council. She put together a report showing the economic development activities for the past fiscal year as well as general information about the entrepreneurs she has assisted. Jim Gilroy and Lisa Olsen also gave descriptions of how Ellyn has helped businesses in Creswell and the region. The Creswell Chamber of Commerce provided a letter to the Council supporting RAIN in Creswell. City Public Works Director Cliff Bellew and Steve Ward from Westech Engineering provided a map of the project for the City Council and members of the audience to review. There was considerable discussion regarding parking issues at the corner of D Street and 2nd Street. While other objections to the project were raised they will small compared to the concern regarding current parking and potential parking in the future. The Steve Ward promised to meet with the Creswell Bakery one-on-one to discuss concerns. The map will be amended and brought back to Council at a future meeting.
We are saddened by the passing of Jane Vincent, Creswell resident of over 40 years and a former member of the Creswell City Council. We are grateful for her and everything that she did to make the City of Creswell a wonderful place to live.

In Memory of Jane Vincent. It is with great sadness that we announce the passing of Jane Vincent on September 22, 2024. Jane was a remarkable pillar of the Creswell community, whose dedication and passion helped shape the city into a wonderful place to live. As a tireless advocate for public service, she served as a Creswell City Councilor from 2010 to 2019, actively participating in Neighborhood Watch Programs and the Creswell Citizen Corps. Her commitment to education and heritage was evident in her work as a librarian at the Creswell Library, where she also played a pivotal role in writing the 501(c)(3) for the Creswell Library Foundation and served as the first Vice President of the Creswell Library Board. Jane's leadership extended to her role as President of the Creswell Historical Society and her volunteering at the Creswell Chamber of Commerce. She also dedicated her time to teaching Indigenous American children about their heritage and spent countless hours volunteering at the Creslane Library. Jane truly cared for Creswell’s local businesses and the well-being of its residents, leaving behind a lasting legacy of community spirit and service.
The Creswell City Council will be holding their monthly work session tonight at 6pm in Creswell City Hall. Members of the public are welcome to attend and the meeting will be live streamed on Facebook and YouTube.

Make sure the fireplace is well-screened so sparks don’t fly out and surprise us. Keep blankets and toys a safe distance away, and always let the humans know if something feels too hot! A warm fire is great, but we all want to stay safe and cozy together!
