City Council Meeting Recap September 9th, 2024
Opening/Pledge of Allegience Mayor Stram called the meeting to order at 6:03 pm. Councilor Smith was excused, all other councilors present. Public Forum Mr. Parson addressed the council regarding homeless in Creswell. He was concerned that there was a homeless person living on F Street. With the homeless in town he feels uncomfortable going on vacation and doesn't feel comfortable walking after dark, He shared an incident where his grandson was at the park when a person called law enforcement because a homeless person made contact with a minor. He has lived here since the late '80's and now fears that things will be stolen from his house.
Mayor’s Report The Council was surveyed as to their agreement in making a $300 donation to the League of Cities Foundation. The city manager was directed to make the donation. The Mayor announced that the City Council will take up the question regarding the city's camping ordinance in regards to the homeless at the October 28th work session. Consent Calendar Councilor Clark moved to accept the minutes from August 12th, 2024. The motion was seconded by Councilor Osborn. The council voted 6 in favor, 0 against. The motion passed.
Lane County Sheriff’s Office Report Sergeant Speldrich told the Council that deputies have been busy with property calls. Deputies investigated 5 deaths in Creswell there were 7 vehicle calls - 3 of which resulted in tows There was a measure 11 incident where an employee at AM PM was injured during a beer theft Council President Costilla inquired about abandoned vehicles and the DUI were campers and the answer was no Councilor Osborn asked if there has been a change in our houseless population and if it has caused problems. The answer was yes and yes, there are around 5 new homeless individuals due to the shut down in Cottage Grove. There has been an uptick in petty crimes, trespassing, and theft. Mayor Stram asked if the person responsible for the big increase in calls was incarcerated. Sergeant Speldrich replied that the person is very significantly mentally ill but not unhoused.
Lane County Sheriff’s Office Report (Continued) Councilor Clark remarked that the city attorney will be here at the October work session and any concerns can be shared with him at that time. Sergeant Speldrich told the Council that the biggest problem is that the homeless do not follow the code and wait for a violation before they do what they are supposed to do. Councilor Holt asked if the Deputies have been given enough tools to address the problem Council Action Items Councilor Holt moved to accept the Critical Oregon Airport Relief (COAR) Program Grant. 2024. The motion was seconded by Council President Costilla. The motion passed 6-0.

School is back in session and we want to remind drivers in Creswell to be extra cautious while out on the road. Stop when School buses are stopped. Do not drive around school buses. Keep an eye out for young Creswellians crossing the road!
