City Council Vacancy. The City of Creswell is seeking interested applicants to fill a vacancy on the City Council for the remainder of a four-year term which will expire in January 2027. The vacancy was created by the election of City Councilor Nicholas Smith as Mayor of the City of Creswell. The Council consists of a Mayor and six Councilors nominated and elected from the City at large. The Mayor and each Councilor must be qualified electors under state law and must have resided within the City for at least one year immediately before election or appointment to office. A qualified elector is a person registered to vote in the City of Creswell. Neither the Mayor nor a Councilor may be employed by the City. Application forms to fill the vacancy on the Council can be found online at https://www.ci.creswell.or.us/ or can be picked up at Creswell City Hall located at 13 South 1st Street in Creswell, Oregon. Applications must be received by City Recorder, Caitlin Born by 5:00 pm on February 5, 2025 either in person, by mail or via email at cborn@creswell-or.us. Public interviews will be conducted by the City Council of each applicant at the City Council meeting that will be held on Monday February 10 at 6:00 pm. Burning Questions? Contact LRAPA. The Lane Regional Air Protection Agency (LRAPA) is responsible for overseeing burning programs in Lane County. Burning rules vary throughout Lane County depending on location, size of property, weather forecast, and fire danger conditions. Creswell Heroes #5 Brandi Whittenborn Creswell Middle School Librarian, Creswell High School Varsity Boys Soccer Coach, and Assistant Varsity Softball Coach Brandi Whittenborn has been a cornerstone of the Creswell community for 27 years, serving as the librarian at Creswell Middle School and coaching both the Varsity Boys Soccer and Varsity Softball teams. Inspired by a coach who helped her through tough times in high school, Brandi is dedicated to providing the same encouragement and guidance to the kids she coaches. "I want to offer a place where kids feel safe, confident, and supported," she says. With over 25 years of experience in soccer and 20+ years in softball, Brandi has impacted the lives of over a thousand young athletes. She played a key role in bringing soccer to Creswell and believes the lessons learned through sports—teamwork, perseverance, and confidence—are invaluable and shape young people for life. Brandi’s mission extends beyond coaching, as she works to create a supportive environment where kids can grow, believe in themselves, and thrive. "Watching my athletes succeed, not just in sports but in life, makes it all worth it," she shares. City Council Appointment Process: The application deadline for a new council member is February 5th, with a selection by February 10th. The process will involve candidates speaking, answering questions, and being evaluated for the role. Mayor Smith emphasized the need for transparency and fairness, ensuring that all candidates are aware of the time commitment. Council Training: The scheduled council training was postponed until February due to Councilor Morris' absence. Advocacy Trip to Salem: On January 28th, 2025, Mayor Smith, Interim City Manager Nebel, Council President Costilla, and Councilor Kremer will travel to Salem to advocate for funding, particularly for street improvements and addressing property taxes.
Committee Updates. Administration & Finance Committee: The Administration and Finance Committee will begin performance evaluations for city employees, including the municipal judge. Public Safety Committee: The Public Safety Committee will be meeting soon under the leadership of Councilor Kent. Transportation & Public Works Committee: The Transportation & Public Works Committee will hold its first meeting on February 12th, 2025. Park & Tree Advisory Board: The Parks and Tree Advisory Board has completed a park naming project and is planning for Earth Day in April. Airport Commission: Updates included the installation of security cameras, progress on a taxi lane project, and work on an upcoming master plan. Environmental restrictions have delayed a taxiway project, which is now set for 2026-2027.
Discussion Items. Street Improvement Plans: The Second Street improvement project, prioritizing road resurfacing and sidewalk installation, is being expedited to complete within one season. The project budget is a concern, with options for using reserve funds or creating a Local Improvement District (LID) to distribute costs among property owners. Annexation Request: A 3.14-acre property near Creswell High School is under consideration for annexation to accommodate residential development, with infrastructure development responsibilities falling on the developer. City Manager Recruitment: The council is finalizing the process for recruiting a new city manager, including gathering input from stakeholders, creating a job profile, and using surveys. The recruitment will focus on finding a candidate who reflects the community's needs, with a final resolution and job profile to be presented in February. Council Vacancy: The process for filling a city council vacancy was discussed, emphasizing fair procedures and the potential need for a tie-breaker in the voting process.
