Voting Under Special Circumstances. Voting When Unhoused:Per the Oregon Secretary of State, Voters must provide a residence address on the voter registration form, but this address may be any definable location in the county that describes their physical location. This could be a shelter, park, motor home, or other identifiable location. The mailing address of a person who is homeless or who resides where mail service is unavailable can be the office of the county clerk. Voting Under Special Circumstances. Voting if Concerned About Personal Safety: Some may be concerned about registering to vote if they feel that their personal safety is at risk. Under certain circumstances, a voter may register to vote while maintaining their privacy by filling out a  Confidential Voter Application Form. The exemption request needs to be in writing, signed by the elector, and include: (a) The name of the elector requesting exemption; (b) A non-exempt mailing address for the elector; and (c) Evidence sufficient to establish to the satisfaction of the county elections official that disclosure of the elector's residence address would constitute a danger to the personal safety of the elector, or of a family member residing with the elector.
